[Deprecated] List EU/EEA countries with available salary data

**Deprecated — use the unified `/v1/salary` endpoint instead. This endpoint will be removed on 2026-09-01.** List all EU/EEA countries for which Eurostat Structure of Earnings Survey data is currently loaded in WageAPI, including the latest dataset year and the number of ISCO occupation groups covered per country. Use this as a preflight lookup before calling `GET /v1/salary/eu` to avoid 404 responses for countries that have not yet published recent data. **Migration:** the unified `GET /v1/salary` endpoint auto-detects EU locations and returns richer data. This listing is provided only for legacy clients that still need explicit country discovery. Source: Eurostat SES. Required scope: `salary:read`.
